Community Opportunities Welcomes First-Ever Chief Operating Officer, Jane Skinner

Troy, MO – Community Opportunities, a leading nonprofit supporting individuals with developmental disabilities in Lincoln County, has announced the hiring of its first Chief Operating Officer, Jane Skinner. A lifelong resident of Lincoln County and a passionate advocate for inclusive services, Skinner brings a wealth of experience and a forward-thinking approach to this newly created leadership role.

With extensive agency experience in both urban and suburban settings, Skinner steps into this role with a clear vision: to enhance and innovate the programs and services that empower individuals with developmental disabilities to live their best lives.

“I am very passionate about providing the most inclusive opportunities for individuals with developmental disabilities,” Skinner shared. “What excites me most about joining Community Opportunities is the chance to work with a top-notch team that is completely dedicated and invested in this mission. Together, we will be able to do great things.”

As Lincoln County continues to grow rapidly, Community Opportunities recognized the need to expand its leadership structure to meet increasing demand. Skinner’s appointment marks a significant investment in the agency’s future.

“I’ve watched the growth of our county firsthand, and with it comes a greater need for services and support,” Skinner said. “Being a resident, I’m incredibly thankful that Community Opportunities is responding to this growth by strengthening its internal operations to ensure individuals receive the best services possible.”

In her first year, Skinner plans to focus on enhancing existing programs while identifying new, innovative approaches to meet evolving community needs. Her goal is to expand the organization’s reach and effectiveness—both on the ground and behind the scenes.

“My role will be instrumental in helping the organization meet and exceed the growing demands of our community,” she added. “From day-to-day operations to the development of forward-thinking programs, I aim to ensure we’re not only responding to needs, but anticipating them.”

Skinner’s addition to the leadership team represents a new chapter for Community Opportunities—one rooted in growth, innovation, and a deep commitment to individuals and families throughout Lincoln County.
