DUTIES:
As an advocate for all persons with disabilities, the Chief Operations Officer:
- Will uphold and maintain the client’s rights as individuals
- Will secure the highest quality of habilitative services in the most normalized environment
- Will ensure that all individuals participating in our programs, in any capacity, will be treated with dignity and respect in a positive manner
- Will ensure that a variety of opportunities are available to clients and will promote the right of choice in home, work, and leisure to the persons we serve
- Will act as the agency spokesperson in parental and professional meetings, in-services, and conferences
- Works cooperatively with the Chief Executive Officer to implement the agency’s vision and business strategies
- Responsible for fiscal management of programs, oversee development and administration of annual program budgets
- Responsible for operational efficiency and processes
- Responsible for quality assurance and compliance with accreditation and other regulatory requirements
- Will be responsible for assisting to establish, implement, and revise policies and procedures with consultation from the Policy and Procedures Committee, persons served, the Chief Executive Officer and the Board
- Serves as the agency’s Corporate Compliance Officer/Shall be the agency’s primary point of contact for monitoring and reporting matters of corporate compliance
- Will be responsible for hiring, firing, and supervision of all agency staff (either directly or indirectly), and directly supervises Department Directors and Administrative Support Staff
- Contracting with the Department of Mental Health, The Department of Elementary and Secondary Education, the Department of Health, Public School Districts, and other local, state and federal agencies, as well as not-for-profit corporations in order to establish and/or maintain services
- Possess excellent interpersonal skills and the ability to interact effectively with employees, management, outside referral sources, funding sources, partner agencies, and the community at large.
- Will act as a liaison with other interested/involved area agencies & organizations
- Will participate in IP development for clients (either directly or indirectly)
- Will assume other duties as assigned by the Chief Executive Officer
MINIMAL ESSENTIAL FUNCTIONS
- Demonstrates effective verbal and written communication with staff, persons served and community members (written communication should be reflective of a degreed professional)
- Attend necessary meetings/training activities both on and off site
- Provide oversight, training and supervision to Department and Administrative Support Staff
- Works cooperatively with the Chief Executive Officer to ensure effective organizational operations
- Available by phone if needed in emergency
- Possesses sound oral and written communications skills as well as decision-making skills
- Work flexible hours with regular attendance
- Hearing/Vision must be within the normal range (corrective devices are acceptable)
- Must be able to sit for long periods of time
- Must be able to bend/squat/twist/kneel frequently
- Promote positive relationships within the community
- Effective skills in budget development and implementation based on needs and desires of persons served and available resources
- Demonstration of sound knowledge of quality assurance, accreditation and regulatory requirements
- Basic computer skills
- Work effective independently and/or as a team
- Maintain confidentiality
Qualifications:
Bachelor's Degree in Psychology, Sociology, Special Education or related field. Supervisory and fiscal management experience necessary. At least five years of experience supervising programs for individuals with Developmental Disabilities, Qualified Developmental Disabilities Professional (QDDP) status helpful.

Starting wage: $20.00-22.00 (based on education / experience).

Full-time overnight position responsible for the provision of protective oversight to persons served during sleeping hours in residential settings. No prior experience / certifications required. Must have diploma or GED, valid MO driver’s license & Clean background screening.
This is an entry-level position with full agency-paid benefits after 3 months (employee medical, dental, vision, life AD&D, monthly accrued PTO, paid holidays & agency-funded retirement).
